On February 10th, 2025, the Government issued Decree No. 19/2025/ND-CP detailing the Investment Law on special investment procedures, accordingly:
– Special investment registration procedures will apply to projects located in industrial zones, export processing zones, high-tech zones, concentrated information technology zones, free trade zones, and functional areas within economic zones in the following fields:
+ Investment in the construction of innovation centers, research and development (R&D) centers; investment in the field of semiconductor integrated circuit industry, design technology, manufacturing of components, integrated circuits (IC), flexible electronics (PE), chips, and semiconductor materials.
+ Investment in high-tech industries is prioritized for investment in development and production of products on the list of high-tech products encouraged for development according to the decision of the Prime Minister.
– When carrying out special investment registration procedures, investors must commit to meeting related conditions, standards, and technical regulations regarding construction, environmental protection, fire prevention and fighting, and preliminary assessment of the project’s compliance with these conditions.
– On February 12th, 2025, the Ministry of Planning and Investment issued Circular No. 06/2025/TT-BKHDT regulating the form of documents related to special investment procedures. Accordingly, investors will apply forms in Circular No. 06/2025/TT-BKHDT to implement special investment registration procedures.
Decree No. 19/2025/ND-CP takes effect from February 10th, 2025.
Circular No. 06/2025/TT-BKHDT takes effect from February 12th, 2025.
