Update and supplement the personal electronic identification (DDCN)/ Citizen identification (CCCD) of the insured in the Social Insurance database

On August 12th, 2022, Vietnam Social Insurance issued Plan No. 2207/KH-BHXH on updating and supplementing the Personal electronic identification (DDCN)/ Citizen identification (CCCD) of the insured in the Social Insurance database, managing and installing, approving, using the VSSID application,  there are some notable following contents:

+ Applicable entities and requirements:

This plan applies to all individuals covered by Social insurance and Health insurance who are Vietnamese citizens and have their Social insurance ID No, issued by the Social insurance agency in the database managed by Vietnam Social Insurance (referred to as the covered), their data shall be updated and supplemented with (DDCN)/(CCCD) number, and shall be adequately authenticated with the national population database.

The Information Technology Center will coordinate with the National Data Center to determine the correspondence between the covered’s DDCN/CCCD information and in practice, then conduct the update and supplement as follows:

+ If the covered’s data matched with the national population database:

The provincial/district social insurance agency shall send a notification in writing with a list of data (Form No. 01) to the insurance management unit, then the unit shall notify the covered that personal information has been synchronized between the Social insurance agency and the national population database and use CCCD card to replace the health insurance card when going on medical examination and treatment, for those has not installed or has installed the VssID application but lacks an email address to register a VssID account (Appendix I attached to this plan) or supplement the email address (Appendix II attached to this Plan).

+ If the covered’s data does not match with the national population database and the covered’s data does not include CMND (people’s identity card)/DDCN/CCCD number

After being informed about the unmatched in database, The provincial/district social insurance agency shall send a notification in writing with a list of data (Form No. 02) to the insurance management unit, then the unit shall notify the covered about it.

After receiving the notice enclosed with the form from the Social insurance agency, the management unit shall coordinate with the covered to confirm the information and make Form D02-LT/Form D03-TS enclosed with Form TK1-TS for the covered who have adjusted information (with a copy of the DDCN/CCCD) to send to the Social insurance agency through electronic transactions or the public postal service.
