Newly established businesses are exempt from paying licensing fees in the first year

On February 24, 2020, Government issued Decree 22/2020/ND-CP amending and supplementing some articles of Decree No. 139/2016/ND-CP dated October 4, 2016 on licensing fees. Whereby:

  • Exemption of licensing fees in the first year of establishment for newly established organizations (to be granted new tax code, new business code) and households, individuals and groups of individuals that start their business activities for the first time.
  • Exemption of licensing fees within 3 years from the date of being granted the first enterprise registration certificate for small and medium-sized enterprises transformed from business households

During the exemption of licensing fees, in case the above mentioned organizations, households, individuals, groups of individuals, small and medium-sized enterprises establish branches, representative offices and business locations, those representative offices and business locations are also exempted from paying licensing fees.

In addition, public education institutions and public preschool education facilities are also exempted from paying licensing fees under this Decree.

This Decree takes effect from February 25, 2020
