Guidance on the import management of remanufactured goods under the Comprehensive and progressive agreement for Trans-Pacific partnership

On November 02, 2023, the Government issued Decree No. 77/2023/ND-CP on the import management of remanufactured goods under the Comprehensive and progressive agreement for Trans-Pacific partnership (or CPTPP). Whereby:

Remanufactured goods are stipulated and classified by code in Appendix  I, II, III, IV and V attached in Decree No. 77/2023/ND-CP

Conditions for remanufactured goods to be imported:

Remanufactured goods that are imported into Vietnam must meet the following conditions:

– Have an import license as precribed in this Decree.

– Meet the requirements for the origin of goods in CPTPP.

– Meet other requirements of Vietnamese law and specialized laws which are being applied to imported new goods of the same type, in which, depending on specific cases, there are regulations on: goods labels, product quality, standards, technical regulations, energy efficiency, radiation safety, internet security, measurement, environmental protection, intellectual property rights protection, other regulations.

Moreover, when the goods are on the market, the original label or secondary label of remanufactured goods must be in Vietnamese with the phrase " remanufactured goods" and must be displayed in a position and size that can be seen and readable with the naked eye.

This Decree takes effect from January 1st, 2024.
