Guidance on how to issue criminal records through online public services at the Hanoi Department of Justice from January 1st, 2023

On December 30th, 2022, Hanoi Department of Justice issued Notification No. 3698/TB-STP on the issuance of criminal records through online public services and receive the results by the postal services from January 1st, 2023, with the following notable contents:

+ Submission method and receiving the criminal record:

Step 1: 

– Citizens/ People who wish to apply for criminal records will access the National Public Service Portal https://dichvucong.gov.vn or the City Public Service Portal http://dichvucong.hanoi.gov.vn (referred to as the Public Service Portal for short) to register/login account, verify e-identity to ensure the right person who requires registration for the issuance of criminal record, then select procedure for issuance of criminal record:

+ Issuance of criminal record for Vietnamese citizens (with permanent residence in Hanoi city)

+ Issuance of criminal record for foreigners residing in Hanoi.

+ Issuance of criminal record for state agencies, political organizations, and socio-political organizations; proceeding authorities.

Step 2: Citizens / People who wish to apply for criminal record shall declare the required information on the e-declaration on the public service portal system.

Step 3: Citizens/ People who wish to apply for criminal record shall pay the fee for issuance of criminal record via online payment on the National Public Service Portal, the City Public Service Portal and follows the specific instructions on the Public Service Portal or upon receipt be notified “The application is complete and valid”.

Step 4: Citizens / People who wish to apply for criminal records can choose to return results by postal service on the Public Service Portal system and contact Hanoi Post through this phone number: 024.393.88888 for instructions on receiving results and pay the post service fee.
