From July 15th, 2020, according to Decree No. 58/2020/ND-CP, the enterprise in the fields with a high risk of labor accident, the occupational disease will be proposed to apply the contribution to the labor accident and occupational disease insurance fund at the rate of 0.3% (the usual contribution rate is 0.5%) of the salary funds which will be used as the basis for social insurance contribution under these following conditions:
- Within 03 years up to the time of proposing, there was no sanctioning decision for any administrative violation in the form of fines was applied, and also the enterprise was not faced any criminal prosecution for the act of violating on occupational safety, sanitation and social insurance;
- Making the periodical report on occupational safety and sanitation accurately, fully, on time for 3 consecutive years before the proposed year;
- The frequency of occupational accidents in the preceding year before the proposed year must be reduced by at least 15% compared to its average rate in 03 preceding years before the proposed year or not causing any occupational accidents from 03 years preceding before the year of the proposal.
The duration for applying the lower contribution level is 36 months, from the month that the decision of applying the contribution level takes effect. Within 60 days before the duration of applying the lower contribution level expires, if the employers still wishes to continue contributing at the lower level than usual for The Occupational accident and disease insurance fund, they will have to make 01 set of request dossiers as stipulated for the extension.
