Facilitating the entry of foreigners for work in Vietnam

The National Steering Committee For Prevention And Control of Covid-19 issued Official Letter No. 2847/CV-BCD on May 23rd ,2020 on facilitating the entry of foreigners who are investors, experts, high-skilled workers into Vietnam for work. According to the content of the Official Letter, People’s Committees of provinces shall undertake as follows:

  • Compile a list of experts who will be allowed to work and send the list to the Ministry of Public Security (Immigration Administration) for consideration base on the need of the agencies, organizations in the area;
  • Assign separate quarantine facilities for experts in the province in accordance with instructions in the Ministry of Health’s Decision No. 878/QD-BYT on March 12th ,2020;
  • The experts shall have their samples collected twice after entry in accordance with National Steering Committee’s Official Dispatch No. 1905/CV-BCD on April 16th ,2020;
  • Authorize the Provincial police to take charge and cooperate with Departments of Health and the People’s Committees of districts and relevant units will closely supervise the pick-up and transfer of experts on private vehicles from the airport or border gate or seaport to the quarantine facilities; organizing and managing quarantine facilities; ensuring security and order; health monitoring and relevant tasks to ensure safety and epidemic control;

Provide the following information for the organizations that wish to invite experts to work in Vietnam in their provinces:

  • Information about the quarantine facilities assigned by the People’s Committee of the province;
  • Submit the list and propose specific plans, means of transportation and quarantine of the expert to the Provincial People’s Committee for approval;
  • Submit the application for entry of expert (experts who have unexpired visa and experts without any visa will be made into separate lists) together with the written approval from the People’s Committee of the province to the Ministry of Public Security (Immigration Administration) for consideration;
