On August 16th, 2021, The Ministry of Planning and Investment report to the Government through Official Report No. 5347/TTr-BKHDT on developing Resolution on supporting enterprises due to the effect of the Covid-19 epidemic and the attached Resolution Draft.
There are some notable points in the draft as follows:
- The Ministry of Finance:
– Deploying issued policies on the relaxation, reduction of taxes, fees, and land rental.
– Directing the General Department of Customs to implement: Allowing enterprises to submit scanned copies with digital signatures certification for documents that must be submitted in their originals under the form of paper/notarized/certified true copies in compliance with regulations of ministries, departments to handle congestion during customs’ goods clearance. Enterprises shall make additional submissions after the goods are cleared.
– Implement the application of prioritized customs regimes, promptly respond to customs clearance requirements for enterprises that are manufacturing and processing components in the fields of electronics and high technology.
- The State Bank of Vietnam:
Researching to amend and supplement policies on debt rescheduling, exemption and reduction of interest fees, and maintaining the same debt group for customers who are affected by the Covid-19 epidemic following the direction of expanding the entities, the applicable scope of which the policy can be applied to be suitable with the practical situation of the epidemic.
- Ministry of Labor, War Invalids and Social Affairs:
– Guiding Vietnam Social Insurance to research and propose policies to temporarily suspend and reduce social insurance premiums in 2021 for enterprises until June 2022.
– Propose policies to be flexibly applied and eased regulations, conditions on the issuance, and extension of work permits for foreign experts working in Vietnam to be suitable with the new situation.
– Research and propose the competent authority to allow enterprises to negotiate with employees to increase overtime hours/month to be suitable with the COVID-19 pandemic situation, under the conditions that the total overtime hours do not exceed 300 hours/year.
– Take in charge, corporate with the State Bank of Vietnam in researching to amend the conditions for borrowing capital to pay wages to employees when resuming production and business activities.
- Request the Vietnam General Confederation of Labor to:
– Research, consider the exemption of trade union fees for union members at enterprises affected by the COVID-19 pandemic in 2021 and 2022.
– Report to the National Assembly Standing Committee to allow enterprises affected by the COVID-19 pandemic to reduce their union fees in 2021 and 2022.
