The Resolution supporting enterprises amid the Covid-19 pandemic is officially issued

On September 09th, 2021, the Government issued Resolution No. 105/NQ-CP about supporting enterprises, cooperatives, household businesses amid the Covid-19 pandemic. There are some important contents as follows:

Reducing costs, resolving financial and cash flow difficulties for enterprises, cooperatives, household businesses:

  • The Ministry of Labor, War Invalids and Social Affairs:
  • Propose to competent authority and Standing committee of the National Assembly promulgation of policies on the reduction of social insurance premiums or assistance from the short-term surplus of the social insurance fund in order to provide timely assistance for workers, enterprises, cooperatives, household businesses, and other employers. Must be done in September 2021.
  • Instruct Vietnam Social Security to propose exemption of fines for late payment of social insurance premiums that are due in 2020 and 2021. Must be done in September 2021.
  • The Ministry of Finance:
  • Promptly implement policies on deferral, reduction of taxes, fees, charges, and land rents after they are promulgated by competent authorities
  • The State Bank of Vietnam:
  • Encourage credit institutions to cut costs in order to continue reducing interests on existing loans and new loans with an aim to support production and business.
  • Promptly research to amend, supplement policies on debt restructuring, exemption, and reduction of interests and fees, debt category retention for borrowers affected by Covid-19 towards the expansion of eligible beneficiaries, scope, and duration according to the Covid-19 situation. Must be done in September 2021.

Facilitation in terms of labor and experts

  • The Ministry of Labor, War Invalid and Social Affairs shall instruct provincial governments to flexibly apply and ease certain regulations, conditions for issuance, extension, certification of work permits for foreigners, details are as follows:
  • Allow foreign workers who have been granted work permits and have unexpired work permits to be assigned, seconded to other provinces within a period of not exceeding 06 months; the employer of the foreign worker shall report to the labor authority of the area to which the foreign worker is assigned without having to apply for another work permit.
  • Research to propose to competent authorities that enterprises and cooperatives are permitted to negotiate with their employers to increase monthly overtime hours according to the Covid-19 epidemic situation, provided that the summary of overtime hours does not exceed 300 hours/year.

This Resolution takes effect from the signing date.
