On February 01st, 2024, The Government issued Decree No. 10/2024/ND-CP precribing Hi-tech parks policy. Whereby, there are some notable contents as follows:
- Incentives policy for EPE in Hi-tech parks:
- High-tech zones are investment incentive areas, eligible for investment incentives which is applicable to areas with particularly difficult socio-economic conditions under the law of investment.
- Besides the incentives and investment support according to Decree No. 10/2024/ND-CP, when EPE in Hi-tech parks specified in Clause 2, Article 32 of Decree 10/2024/ND-CP meet the conditions for customs inspection and supervision and regulations applicable to non-tariff zones prescribed in the law on import tax and export tax, these EPE will be entitled as EPE operating in industrial parks and economic zones according to the law of industrial parks and economic zones.
- Supplementing regulations on making employment reports:
- Employers must report on employment according to Decree 122/2020/ND-CP bi-annually (before June 5th) and annually (before December 5th). The employer must report the situation of employment change to the Department of Labor, War Invalids and Social Affairs through the National Public Service Portal according to Form No. 01/PLI Appendix I issued with Decree 145/2020/ND-CP and notify the district social insurance agency where its headquarters, branches, and representative offices are located.
- If the employer can not report the situation of employment change through the National Public Service Portal, they will have to send a written report according to Form No. 01/PLI Appendix I issued with Decree 145/2020/ND-CP to the Department of Labor, War Invalids and Social Affairs and notify the district social insurance agency where its headquarters, branches and representative offices are located.
Land Law 2024 takes effect from January 1st, 2025.
