Policies on supporting workers affected by COVID-19 using the Unemployment insurance (UI) fund

On October 01st, 2021, the Prime Minister issued Decision No. 28/2021/QD-TTg on policies to support employees and employers affected by the COVID-19 pandemic using the Unemployment Insurance (UI) Fund

–    Eligible beneficiaries:

  • Workers who are participating in unemployment insurance on September 30, 2021 (included in the list of unemployment insurance participants of social insurance authorities), excluding people who are working at state agencies, political organizations, socio-political organizations, units of people’s armed forces, public non-business units whose recurrent expenditures are financed by the state budget.
  • Workers who have stopped participating in unemployment insurance due to termination of their employment contracts or working contracts within the period from January 1st, 2020, to the end of September 30th, 2021, and whose unemployment insurance contribution periods are reserved according to employment laws, excluding people who have received decisions on monthly pensions.

–    Unemployment insurance contribution period as the basis for calculation of financial aid

+ Basis for calculation of financial aid:

  • On the basis of the unemployment insurance contribution period till September 30th, 2021, and provided unemployment benefit has not been provided.

+ Financial aid amounts: The employees shall receive a lump sum aid as follows:

Unemployment insurance contribution period Financial aid level
Under 12 months 1,800,000 VND/person.
From full 12 months to under 60 months 2,100,000 VND/person.
From full 60 months to under 84 months 2,400,000 VND/person.
From full 84 months to under 108 months 2,650,000 VND/person.
From full 108 months to under 132 months 2,900,000 VND/person.
From full 132 months or more 3,300,000 VND/person.

–    Implementation method: On the National Public Service Portal, Public Service Portal of Vietnam Social Security, or organizations that provide I-VAN or Digital social security (VssID) application; by post or directly at the social insurance authority of the province or district.

This Decision takes effect from Oct 1st, 2021.
