Dossier and procedures for implementing some policies to support employees and employers facing difficulties due to the Covid-19 pandemic

On July 7th, 2021, The Prime Minister issued Decision No. 23/2021/QD-TTg, whereby:

The Decision specifies the dossier and procedures for the employees and employers to enjoy the support under Resolution No. 68/2021/NQ-CP’s policies including:

  • Reduction in insurance premiums for occupational accidents and diseases;
  • Suspension of contributions to the retirement and survivorship fund;
  • Support for employers to provide training, retraining, and skill enhancement for employees for job retention;
  • Assistance to employees on suspension of employment contracts, unpaid leave;
  • Assistance to furloughed employees;
  • Support for public employees engaged in art performance and employees being tour guides;
  • Support for household businesses;
  • Loan policy for employers to pay furlough wages, wages for production recovery;
  • Supporting workers subject to termination of the employment contract but ineligible for unemployment benefit.

All supporting procedures are simplified and minimized the processing time. No later than 07-10 days from the valid application receipt date, competent authorities must carry out the supporting policies for the people, enterprises.

Specifically, dossiers and procedures for receiving support for employees who have their contracts suspended or taken unpaid leave:

The dossiers:

  • A copy of an agreement on suspension of the employment contract or unpaid leave.
  • A list of employees confirmed by the social security agency using the Form No. 05 in the Appendix hereto.
  • A certified copy or a copy with original for comparison of one of the following: Proof of pregnancy; birth certificate or certificate of live birth of the child; adoption certificate; decision on raising and taking care of children of the competent authority issued to the entities prescribed in clause 2 Article 14 hereof.

This Decision takes effect from July 7th, 2021
